Carteret County Government is requesting competitive bids on HVAC and roof insulation repair work at the Superior Courthouse located at 302 Courthouse Square, Beaufort, North Carolina, under IFB 090226S1, with sealed bids due September 22, 2026 at 9:00 AM EST and a mandatory pre-bid meeting and site visit on September 10, 2026 at 8:00 AM EST.

The scope consists of removal and replacement of existing water source heat pumps serving Superior Courtroom 1 on the second floor, installation of new WSHPs on the existing platform with connections to existing power, duct, and water piping, provision of test and balance reports, replacement of existing plywood on the attic platform, and cutting and repair of existing sheet rock ceilings. Six alternate bids permit options including split system heat pumps with enhanced ductwork replacement, spray foam and batt insulation installation, lay-in ceiling removal and reinstallation, additional ceiling insulation, ductwork cleaning, and owner-preferred control vendors. Performance timelines vary: the base bid requires completion over three consecutive weekends, while alternates range from one week to six consecutive weeks.

Bidders must submit a 5% bid security (cashier's check, certified check, or bid bond) in a separate sealed envelope and provide three copies of sealed bids. The selected contractor must furnish performance and payment bonds equal to 100% of the awarded contract amount within ten days of award and maintain minimum insurance coverage of $1,000,000 per occurrence / $2,000,000 aggregate for bodily injury liability and $100,000 property damage liability (or $1,000,000 per occurrence / $2,000,000 aggregate combined single limit). The contractor is responsible for all labor, materials, equipment, and services for turnkey project completion, must comply with the North Carolina Building Code and all applicable federal, state, and local laws, obtain all required permits, and submit detailed cost breakdowns and material submittals with the bid. A twelve-month warranty on materials and workmanship from final acceptance applies, with manufacturer warranties superseding where longer. Award will be made to the lowest responsible, responsive bidder considering quality, performance, and completion time.
