About this opportunity

The Pittsylvania County Board of Supervisors and the Town of Hurt, Virginia are requesting proposals for professional engineering design services for a water treatment plant project funded by a U.S. Economic Development Administration grant, with sealed proposals due November 12, 2026 at 2:00 p.m. to the Pittsylvania County Purchasing Department. All firms must be licensed to practice in the Commonwealth of Virginia and comply with applicable state and federal law.

The scope encompasses preliminary engineering and assessment, detailed design services, permitting and regulatory compliance, procurement and bidding support, construction administration and observation, and project management for recommissioning an existing water treatment plant adjacent to the Southern Virginia Multimodal Park to serve both the park and the Town of Hurt's water customers. The consultant will conduct site assessments, develop treatment alternatives analysis, prepare engineering reports with cost opinions, and produce complete design documents spanning civil, structural, mechanical, electrical, instrumentation, and process engineering. Construction is anticipated to take approximately 24 months.

Proposals must include one original and one electronic version on USB drive. Pricing is not to be submitted with initial proposals; estimated costs will be requested only after the evaluation committee shortlists offerors for interviews. Compensation must be either fixed price or cost reimbursement with an agreed maximum — cost-plus-a-percentage-of-cost and percentage-of-construction-cost methods are explicitly prohibited. Project inspector costs must be listed separately.

All work must comply with federal EDA construction standards and Uniform Guidance under 2 CFR 200, including Davis-Bacon Act wage requirements and Buy America/Build America provisions. Evaluation criteria, weighted out of 100 points, are specific experience with EDA grants (15 points), technical capabilities and professional competence (30 points), demonstrated understanding of the work and reasonableness of approach (30 points), ability to dedicate personnel and meet timelines (15 points), and references (10 points). The County reserves the right to terminate the resulting contract upon 60 days' written notice for convenience, or immediately for cause.
