About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Education, issued Request for Bid (RFB) 758 2200000353 for the procurement of a Hunter wheel aligner system with peripherals for Casey County Area Technology Center. The solicitation, released on December 21, 2021, encompasses five line items: one Hunter Aligner with Premium Large Cabinet and 32" LCD Widescreen, one Cordless Remote Indicator Kit, one Wide Angle Extender Target Kit, one Medium Duty Truck Spacer Kit, and one TD Target Elite Wheel Off Adjustment kit. All items are specified as no-substitute products and must be new, current year models in first class condition, with equipment instruction and operating manuals to be furnished. The equipment will be delivered to Area Technology Center - Casey County, located at 1723 East KY 70, Liberty, Kentucky 42539. Bids are due by January 11, 2022, at 1:30 PM ET, with written vendor questions required by January 3, 2022, at 10:00 AM ET. All bids must be submitted electronically through the Kentucky eProcurement system; vendors must be registered in the Commonwealth eProcurement System via the Vendor Self Service System, with registration requiring 24 to 48 hours for completion. Vendors must bid all line items or their bid will be deemed non-responsive, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. The Commonwealth will award the contract on a best value basis using a ranking approach with evaluation criteria allocated as follows: Price (90 points) and Delivery (10 points), for a total of 100 points, with the vendor offering the lowest price receiving the maximum 90 points and other bidders' scores calculated proportionally. Delivery time must be specified in working days, and vendors incur a 1% daily deduction for each day delivery is delayed beyond the contracted due date.
Reciprocal preferences apply to Kentucky resident bidders and qualified bidders under KAR 200 5:410, including Kentucky Correctional Industries (20% preference) and qualified nonprofits serving individuals with severe disabilities (15% preference). Bidders claiming resident bidder status must be authorized to transact business in Kentucky and have filed corporate income taxes, made unemployment insurance payments, and maintained a workers' compensation policy for one year prior to contract advertisement. All bidders must submit an Annual Affidavit confirming compliance with Kentucky campaign finance laws, proper disclosure requirements, registration with the Kentucky Department of Revenue for sales and use tax collection, and confirmation that they are not delinquent on state taxes or fees. Quotations shall be F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping costs. The Commonwealth reserves the right to cancel the contract with 30 days' written notice and may reject bids based on poor vendor performance in the preceding 12 months. No incumbent vendor or budget amount is specified in the solicitation documents; bidders are required to submit their pricing as part of their bid response.
