About this opportunity

The Oregon Department of Transportation (ODOT) is soliciting proposals for Human Services Coordinated Transportation Plan Assistance under Mini-RFP #S-73000-00017142, with proposals due September 22, 2026. This is a restricted solicitation: only consultants holding existing Price Agreements in the TLUP 21 - Public Transportation Planning series (PA B38913, B38915–B38918, B38920, and B38922–B38924) are eligible to bid.

The scope covers development and updates of coordinated regional transportation plans addressing needs of older adults, individuals with disabilities, and people with low incomes across Oregon. Deliverables include compliance evaluation of existing plans against FTA Section 5310 guidance, public engagement activities, gap identification, service-strategy recommendations with prioritized implementation lists, cost estimates with funding sources, work plans, three progress memoranda, and final coordinated plans compliant with FTA Circular 9070.1H. Performance timelines span 360 days from Notice to Proceed per work order; ODOT forecasts final work plan approval by June 30, 2027, medium-priority agency plan updates by December 31, 2027, and low-priority updates by December 31, 2028. The anticipated project start is September 2026 with completion by August 2028.

ODOT will select compensation methodology — Cost-Plus-Fixed-Fee, Fixed Price, Time and Materials, or Price Per Unit — during contract negotiation; the specific dollar amount and final cost breakdown are to be determined with the successful proposer. The project is funded in whole or in part by Federal Transit Administration sources, with ODOT as Designated Recipient. No DBE participation goal is established, though DBE nondiscrimination compliance and prompt subcontractor payment within 10 calendar days are required. Questions are due five calendar days prior to the proposal deadline. Proposer offers remain firm for a minimum of 180 days after bid opening. ODOT reserves the right to make additional awards within nine months of Mini-RFP closure.
