About this opportunity

Cobb County-Marietta Water Authority is soliciting sealed bids for the Hugh A. Wyckoff Water Treatment Plant Filter Rehabilitation Project, with bids due October 25, 2022 at 10:00 a.m. and hand-delivery required at 1170 Atlanta Industrial Drive, Marietta, Georgia 30066. Bidders must be pre-qualified State of Georgia licensed Utility Contractors or General Contractors — a mandatory eligibility filter. A mandatory pre-bid conference was held September 27, 2022 at the treatment plant; failure to attend rendered a bid ineligible.

The scope encompasses demolition of media and underdrain systems in six existing filters, installation of stainless steel underdrain systems in those six filters, and installation of new media. Hazen and Sawyer serves as the project engineer. Work is to be awarded in a single contract with substantial completion required within 410 consecutive calendar days and final completion within 440 consecutive calendar days from commencement.

The contract was awarded on November 21, 2022 to REHAB Construction Company, Inc. (Conyers, Georgia) as the verified low bidder at $3,130,000. Bid submissions required a notarized Non-Collusion Affidavit, Contractor's License Certification, Bid Bond at five percent of total contract amount, Security and Immigration Compliance Act Certification, and evidence of authority to conduct business in Georgia for out-of-state entities. The successful bidder must provide a Performance Bond, Payment Bond, Certification of Contractor's Attorney, and Pre-Construction Oath from all persons procuring the agreement; Subcontractor Affidavits are required as subcontractors are brought under contract. Bidders were required to obtain complete contract documents from Quest CDN (Project Number 8288694) for a nonrefundable $15 fee. Questions were due September 29, 2022 at 4:00 p.m. directed to Bevis Pigott at bpigott@hazenandsawyer.com. All bids remained subject to acceptance for 90 days following the bid opening. Unsealed, facsimile, and email bids were not accepted; the bid opening was conducted by the Engineer with witnesses from the Owner, and results were distributed by email to all bidders. Public and bidder attendance at the bid opening was not permitted.
