About this opportunity

The County of Orange Sheriff-Coroner Department is seeking competitive bids for a Huey Hoist Overhaul project, a comprehensive refurbishment of a Goodrich Hoist (part number 42325-12-3) used in search and rescue operations. This fully electronic solicitation requires vendors to submit bids through the County's online bidding system by January 9, 2025, at 4:00 pm, with bids remaining valid for 365 days after the closing date. The procurement involves a complete inspection, repair, replacement, and testing of the hoist to restore it to original operational standards, ensuring compliance with FAA regulations. Bidders must be authorized by the original equipment manufacturer (OEM) to work on Goodrich hoists and provide qualified, certified technicians specialized in hoist overhauling. Key deliverables include comprehensive documentation such as before and after photos, a detailed service report, and an FAA form 8130-3 Airworthiness Approval tag. The contract will cover a full hoist overhaul, including thorough examination of motor, gearing, electrical systems, and safety devices, with repairs or replacements using OEM or approved equivalent parts.

The procurement offers potential preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE) that meet specific certification criteria. Bidders are required to provide references, company profiles, and certify compliance with legal and operational requirements, including possessing a valid D-U-N-S number and Unique Entity Identifier (UEI) number. The contract is structured for a one-year term with a firm fixed fee, though the total contract amount is currently to be determined (TBD). Contractors must provide bi-weekly updates to the County Project Manager and adhere to all local, state, and federal safety regulations. The County reserves the right to award the contract to the lowest responsive and responsible bidder, with potential for cooperative usage by other governmental entities that may include a 2% administrative rebate on subordinate contracts. While no specific incumbent vendor is mentioned, the procurement emphasizes the need for specialized expertise in Goodrich Hoist overhauling and strict adherence to aviation maintenance standards.
