About this opportunity

The New York State Department of Environmental Conservation is requesting applications for Hudson River Estuary Grants for Local Stewardship Planning Round 51, with proposals due December 17, 2026 at 3:00 p.m. EST through the State Financial System Grants Management System. Approximately $350,000 in funding from the New York State Environmental Protection Fund is available; individual awards range from a minimum of $10,500 to a maximum of $50,000.

Eligible projects must be located within the Hudson River Estuary watershed, defined as the legislatively designated Hudson River Estuarine District extending from the Troy dam to the Verrazano Narrows and including Upper New York Bay to Kill Van Kull and the East River to Hell Gate, plus tributaries feeding into these waters. Three project types are eligible: climate adaptation and resilience planning; conservation of habitats and natural areas; and watershed-based stewardship and planning for tributaries. Applicants can submit up to two applications provided they are for different projects or locations, but each bidder is limited to one award in this round.

Eligible bidders include governmental entities, municipalities, quasi-governmental entities, public benefit corporations, soil and water conservation districts, school districts, community colleges, and 501(c)(3) not-for-profit corporations. Not-for-profit organizations must be prequalified in the SFS Grants Management System by the bid due date. Bidders must provide at least 15% matching funds from non-state and non-federal sources; contributions of 25% or more are eligible for additional scoring points. All projects must be completed and invoiced within a three-year contract period from August 1, 2027 through July 31, 2030. A bidder webinar is scheduled for October 8, 2026 from 10:00–11:30 a.m. EST. Questions are due by December 10, 2026. Award notifications are anticipated by May 2027. All proposals must include certifications addressing sexual harassment prevention, Executive Order 16 compliance regarding Russian business operations, and gender-based violence and workplace policies. The DEC reserves the right to partially fund bids, reject applications, limit awards to no more than 60% of available funding per region, and withdraw funding if grantees fail to make significant progress or obtain necessary permits.
