The scope encompasses a ten-year master plan that guides capital improvements, asset planning, and long-term sustainability for the 46-square-mile facility serving approximately 151,000 residents across multiple municipalities and unincorporated Arapahoe County areas. All deliverables must comply with State of Colorado and federal ADA requirements. The consultant team must include an architect or landscape architect with demonstrated experience in facility planning for large groups and events, public garden space design, and public-sector master planning, supplemented by specialists in civil engineering, MEP, structural engineering, and audiovisual consultation as needed. Deliverables include a comprehensive PDF master plan report with executive summary, illustrative plans, sketches, graphics, detailed appendices with data analysis, Opinion of Probable Cost, phasing plan, and renderings and supportive drawings for the Welcome Center.
Evaluation criteria weight understanding of the Hudson Gardens Vision Plan at 10 percent, project approach at 25 percent, proven success in facility evaluation and similar master plans at 25 percent, proven success in conceptual event space design at 25 percent, and budget and schedule at 15 percent (evaluated during the RFP phase). The District will notify shortlisted firms by October 2, 2026, followed by an RFP submission deadline of October 30, 2026. Consultant interviews are anticipated November 2–6, 2026, with selection notification November 9, 2026, and Notice to Proceed November 16, 2026. Final project completion is targeted for May 2027. Opportunity text
South Suburban Park and Recreation District solicits Statements of Qualifications from highly qualified consultant teams to perform a Grounds and Facilities Master Plan (master plan) to guide the growth and development of Hudson Gardens and Event Center over the next ten years. The foundation of the Grounds and Facilities Master Plan will be Hudson Gardens' commitment to serving as a recreational, educational, and cultural hub for the community and a destination of choice for personal and corporate celebrations and events. The plan will build upon the Hudson Gardens Vision Plan (2025) to further define the identified capital improvements, which will enhance the propertys offerings and ensure its long-term sustainability. In addition to the master plan, the consultant team will develop conceptual design plans for the Welcome Center. At the main entry to Hudson Gardens, this area will be studied to understand how redevelopment can accommodate events and groups more effectively (refer to Hudson Gardens Vision Plan for more information). Additionally, the Welcome Center design will be an opportunity to establish and reinforce the aesthetic character of the overall Hudson Gardens property.
