About this opportunity
The City of Meriden's Parks & Recreation Department is soliciting competitive bids for the complete refurbishment and upgrade of the pool filtration system at Hubbard Park, located at 999 West Main Street, Meriden, Connecticut. This procurement involves the removal of the existing filtration system and installation of new components including 10-inch Schedule 40 PVC main drain sumps, 8-inch Schedule 40 PVC wall inlets and return piping, a new pump and strainer with 680 gallons per minute capacity, and new high-pressure sand horizontal filters. The scope of work encompasses pressure testing of existing lines, connection of new perimeter piping to existing systems, installation of new Bray valves with flanges and stainless steel stems, reconnection of the sanitation system, complete labeling of all piping, repair or replacement of pool deck or structural elements as necessary, and staff instruction on system operation. All work must comply with Connecticut Department of Public Health codes and regulations, NSF and VGB standards, and achieve a six-hour pool flow turnover requirement. Bidders must possess three specific Connecticut state licenses: Swimming Pool Builder, Swimming Pool Plumber, and Home Improvement Contractor. The Invitation to Bid (ITB) number B026-33R was released on May 20, 2026, with a vendor question submission deadline of June 11, 2026 at 4:00 p.m. EDT and a bid submission deadline of June 18, 2026 at 11:00 a.m. EDT through the City's OpenGov ePortal. The City anticipates awarding the project in July 2026, with work commencing by August 2026 and completion expected within 120 days. Inquiries should be directed to Susan Martel, Procurement Officer, at 203-630-4115 or smartel@meridenct.gov.
Local preference under City of Meriden Code Section 3-14 applies to this procurement, allowing City-based business bidders whose bids are not more than 10 percent higher than the lowest bid to accept the award at the lowest bid amount. No incumbent contractor or existing contract information is identified in the solicitation materials. Bidders must submit a lump sum bid accompanied by a bid bond equal to 10 percent of the bid amount, and the successful contractor must provide both a Labor and Material Payment Bond and a Performance Bond, each equal to 100 percent of the contract price. Additional required submissions include a notarized Non-Collusive Bid Statement, a Request for Status as a Meriden Based Business form, a Bidder's Qualification Statement detailing similar projects completed within the last five years, and a Form of Surety Guaranty. Prevailing wage rates are mandatory under this contract, and the contractor is responsible for securing and maintaining compliance. The contract is subject to Build America Buy America Act requirements for domestic content in materials, and the City is exempt from Connecticut sales and use taxes and federal excise taxes, which must not be included in the bid price. The estimated total contract value and specific bid amounts are not disclosed in the available solicitation documentation.
