About this opportunity

The California High-Speed Rail Authority (HSRA) is seeking bids for a critical infrastructure materials procurement through an Invitation for Bids (IFB) designated as HSR25-28, focusing specifically on ballast materials composed of crushed igneous rock. The procurement is part of the First Construction Segment, which spans 119 miles and will support high-speed rail track construction. The draft IFB will be reviewed and potentially approved by the HSRA Board of Directors on August 28, 2025, with the final IFB to be released on Cal-eProcure. Interested vendors must submit questions only after the final IFB is officially released on the California State Contract Register. The procurement will be executed through multiple Notices to Proceed (NTPs), with the initial NTP covering materials for the first construction section. The goods will be delivered in stages, with potential future NTPs for northern and southern rail extensions covering areas in Kern, Kings, and other Central California counties. The draft IFB is available for review as an attached PDF document sized at 3MB.

The contract opportunity appears to be open to qualified vendors capable of supplying high-quality crushed igneous rock ballast materials, though specific set-aside designations are not explicitly detailed in the provided documentation. The estimated cumulative value for all materials contracts, including ballast, is not-to-exceed $507.1 million for NTP 1, indicating a significant procurement opportunity for potential suppliers. The jurisdictions involved include Kern County, Kings County, Tulare City, Kingsburg City, and Madera Ranchos CDP, suggesting a broad geographic scope for the high-speed rail project. Vendors will need to demonstrate capabilities in manufacturing and supplying specialized rail construction materials, with potential future opportunities for additional Notice to Proceed authorizations covering northern and southern rail extensions. The procurement is scheduled with a bid submission deadline of October 21, 2025, providing vendors approximately two months to prepare and submit their proposals for this critical high-speed rail infrastructure project.

Questions regarding this procurement may be submitted only upon final approval of IFB by the Board of Directors and release on the California State Contract Register. Each materials contract will be issued through multiple Notices to Proceed (NTPs) as described below.
