About this opportunity
The California High-Speed Rail Authority is seeking bids for Invitation for Bids (IFB) HSR25-27R1, specifically for the procurement of Monobloc Concrete Ties essential for the First Construction Segment of its high-speed rail track. The procurement will cover concrete ties designed to support axle loads of 18 tons for train speeds ranging from 220 km/h to 354 km/h, with an estimated lead time of one to two months for NTP 1 materials. All materials must be newly manufactured, conform to the Authority's technical specifications, and comply with Buy America and Build America requirements under 49 U.S.C. 22905 and 2 C.F.R. part 184. The contract will support construction in jurisdictions including Fresno County, Kings County, Tulare City, Madera Ranchos CDP, and Kingsburg City. The IFB was initially posted as a draft on 10/15/2025 for early review, with the final IFB to be released soon, and the formal bid due date set for 12/15/2025. Potential bidders are required to submit any questions to Trevor Newhouse at materialpurchase@hsr.ca.gov or via phone at (916) 324-1541.
The procurement appears to be open to qualified manufacturers capable of producing concrete ties that meet stringent technical specifications and Buy America compliance standards. No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the provided documentation. The Authority will issue a Notice to Proceed (NTP) and Purchase Order at its sole discretion, with the actual work volume dependent on funding availability. While no specific budget range is detailed, the procurement is for a critical infrastructure project involving high-speed rail construction. The contract will require suppliers to provide materials that can withstand high-speed train operational requirements, with a focus on newly manufactured goods that meet precise engineering specifications. Potential bidders should be prepared to demonstrate their capability to produce high-performance concrete ties that can support advanced transportation infrastructure and comply with federal procurement regulations.
