About this opportunity

The California High-Speed Rail Authority is seeking bids for the procurement of Monobloc Concrete Ties through an Invitation for Bids (IFB) for the First Construction Segment of its high-speed rail track. The procurement targets prestressed and pretensioned concrete ties designed for UIC 60E1 rail, capable of supporting 18-ton axle loads for train speeds ranging from 220 km/h to 354 km/h. Deliveries will be made to two railhead locations in Kern and Fresno Counties, with 40% of quantities going to the Kern County site and 60% to the Fresno County site. The contract will have a four-year term with three potential Notices to Proceed (NTPs), with the first NTP focusing on the 119-mile First Construction Section. Evaluation criteria will be based on the lowest responsive and responsible bidder, using a weighted pricing approach that considers unit prices across four fiscal years. The draft IFB is scheduled for Board of Directors approval on August 28, 2025, with the final IFB release to follow on Cal-eProcure. The bid due date is set for October 14, 2025, with questions to be submitted only after final IFB approval.

The procurement is funded through state of California and federal funds, including Federal Railroad Administration grants, and mandates compliance with Buy America provisions requiring materials to be produced in the United States. A 10% bid bond is required, and bidders must submit comprehensive documentation including certifications, past performance information, and compliance with state and federal requirements such as equal employment opportunity, civil rights, and environmental regulations. The estimated cumulative contract value for materials contracts is not-to-exceed $507.1 million for NTP 1, with potential additional NTPs for northern and southern extensions at the Authority's option. While no specific set-aside designations are mentioned, the extensive documentation requirements suggest a focus on comprehensive vendor qualifications. The contract includes provisions for price adjustments based on concrete product, rail transportation, and truck transportation indices. Future NTPs may extend the project's scope to include construction material procurement for the Merced to Madera (northern extension) and Poplar Avenue to Bakersfield (southern extension) segments.
