About this opportunity

The California High-Speed Rail Authority is seeking bids for a Long Welded Rail (LWR) procurement to support the First Construction Section of its high-speed rail project. The solicitation specifically requests UIC 60 E1 1 in 20 inclined Long Welded Rail materials, with deliveries planned to two railheads in Kern and Fresno Counties (40% to Kern County, 60% to Fresno County). The draft Invitation for Bids (IFB) will be reviewed by the Authority's Board of Directors on August 28, 2025, with a final bid due date of October 7, 2025. Bidders must comply with Buy America requirements and submit comprehensive technical specifications, certifications, and past performance documentation. The procurement will be conducted through multiple Notices to Proceed (NTPs), with the initial NTP focused on the 119-mile First Construction Section, and potential future NTPs for northern and southern rail extensions. Evaluation will involve a weighted bid approach considering unit prices across four fiscal years, with potential price adjustments using steel, rail transportation, and truck transportation indices.

The solicitation emphasizes small business participation, establishing a 30% small business utilization goal that includes specific targets for Disadvantaged Business Enterprises (10%) and Disabled Veteran Business Enterprises (3%). Bidders must provide detailed information about their Environmental, Social, and Governance (ESG) efforts and demonstrate compliance with federal and state procurement regulations. The procurement is funded through a combination of State of California and federal funds, including grants from the Federal Railroad Administration. The estimated not-to-exceed value for the initial materials procurement, which includes rail, overhead contact system poles, concrete ties, ballast, and other components, is $507,100,000. The contract will have a four-year term, with potential extensions through subsequent Notices to Proceed for additional rail construction segments. Comprehensive documentation and strict compliance with technical specifications and regulatory requirements will be critical for potential contractors seeking to participate in this high-value infrastructure project.
