About this opportunity
The California High-Speed Rail Authority (Authority) has issued Invitation for Bids (IFB) HSR25-117 to procure commoditized cable troughs necessary for completion of the First Construction Segment of its high-speed rail track. The procurement spans multiple jurisdictions across California's Central Valley, including Fresno County, Kern County, Kings County, Madera County, and Tulare County, as well as several incorporated cities and census-designated places within these counties. The Authority will issue materials contracts through multiple Notices to Proceed (NTPs), with bidders expected to submit sealed bids by April 9, 2026, at 12:00 p.m. Pacific Time, with bid opening scheduled for 2:00 p.m. Pacific Time the same day. The procurement timeline includes critical milestones: requests for meetings with the Authority due March 12, 2026; Authority meetings held March 16-17, 2026; bidder questions due March 19, 2026; Authority responses to questions by March 23, 2026; and an anticipated first addendum posted March 26, 2026. Notice of Proposed Award is anticipated in Quarter 2, 2026. Prospective bidders may submit questions regarding the IFB to Christopher Halstead at materialpurchase@hsr.ca.gov following official release of the final IFB by the Authority's Board of Directors, which was scheduled for approval at their March 4, 2026, meeting.
This procurement includes a mandatory Disabled Veteran Business Enterprise (DVBE) subcontractor participation requirement, establishing a set-aside for DVBE firms as part of the contract obligations. The Authority has provided a DVBE Subcontractor Contacts List identifying three pre-certified vendors available for partnership: Veteran Alliance Construction Group (951-545-2081, info@vetalliance.us), DVBE Suppliers Inc (866-557-9571, bids@dvbesb.com), and Serving Again Inc (916-836-1344, tinachavous@servingagain.com), with additional qualified DVBE vendors available through the California eProcure supplier search portal. While the draft IFB was subject to Board approval and potential revision prior to final release, the estimated cumulative value for all materials contracts is referenced but not fully detailed in the available documentation. Bidders should ensure compliance with all DVBE participation requirements and review the complete IFB documents posted on Cal-eProcure for detailed specifications, contract terms, evaluation criteria, and final pricing parameters.
