About this opportunity

The California High-Speed Rail Authority has released a Request for Qualifications (RFQ) for Right-of-Way Engineering and Survey Support Services (ROWE II) covering the 171-mile Merced to Bakersfield segment in the Central Valley. The procurement seeks qualified firms to provide comprehensive right-of-way professional services, including preparation of ROW appraisal maps, legal descriptions, land surveying, staking, monumentation, record maps, and exhibits to support ROW acquisition and Resolution of Necessity (RON) packages. Interested firms must submit their Statements of Qualifications by August 5, 2025, with a virtual pre-bid conference and small business workshop scheduled for May 16, 2025. The procurement timeline includes a Notice of Proposed Award in September 2025 and contract execution in October 2025. Potential respondents can register for the pre-bid conference via a provided Zoom link and submit any questions to Gordon Miyauchi at ROWE@hsr.ca.gov or by phone at (916) 324-1541.

The contract will have a maximum duration of 4 years with a not-to-exceed amount of $10 million, covering jurisdictions including Fresno County, Kern County, Kings County, Madera County, Merced County, Sacramento County, and Tulare County, along with multiple cities and census-designated places within these regions. While specific set-aside designations are not explicitly detailed in the provided documentation, the mention of a Small Business Workshop suggests potential opportunities for small and disadvantaged businesses. The procurement appears to be open to engineering and surveying firms with expertise in right-of-way services, particularly those with experience in large infrastructure projects. The geographic scope and technical complexity of the project indicate that respondents will need significant technical capabilities, professional certifications, and demonstrated experience in land surveying, mapping, and ROW acquisition support for major transportation infrastructure projects.
