About this opportunity
The State of Hawaii Department of Transportation Highways is requesting bids for furnishing and delivering breath alcohol testing units and equipment to the Maui Police Department under Federal-Aid Project No. HSIP-0900(120), with proposals due July 23, 2026 at 2:00 p.m. Hawaii Standard Time. This is a federal-aid highway safety improvement program procurement subject to Buy America provisions, Disadvantaged Business Enterprise program regulations, and domestic materials procurement preferences under the Build America, Buy America Act.
Bidders must hold valid Hawaii Motor Vehicle Dealer licenses under Chapter 437, HRS. The scope requires furnishing complete B.A.T. units with all necessary equipment and support materials, including two copies of Owner-Operator Manuals, one copy of Service and Parts Manuals, comprehensive electrical schematics on digital media, operator and maintenance training, and delivery to the Maui Police Department at 55 Mahalani Street, Wailuku. The contractor must establish a service and repair facility on Maui with replacement parts inventory and submit a Service and Repair Facility Form within five working days of bid opening.
Warranty coverage must be provided for a minimum of one year or the manufacturer's warranty period, whichever is longer, with defects addressed within five working days of notification. All costs — including taxes, installation, modification, and training — are inclusive in bid pricing. Progress payments may be made upon satisfactory delivery of each shipment with five percent retainage; final payment requires tax clearance certificates, affidavits of debt payment, and vendor compliance documentation.
The award will be made to the lowest responsible bidder whose proposal complies with all requirements. RFI questions and substitution requests must be submitted through the Hawaii eProcurement System (HIePRO) no later than July 8, 2026 at 2:00 p.m. HST.
