About this opportunity

The Maryland Department of Housing and Community Development is requesting proposals for annual renewal of HP/Park Place hardware maintenance, monitoring, and support services under a Purchase Order Request for Proposals (PORFP), with proposals due September 22, 2026 at 5:00 PM Eastern Time. This is a Small Business Reserve (SBR) procurement restricted to certified small business vendors and Master Contractors currently awarded under the Hardware and Associated Equipment and Services 2012 contract (060B2490022). Only authorized HP resellers capable of providing valid Park Place maintenance agreements are eligible.

The scope covers third-party maintenance, monitoring, and support for 26 HP enterprise servers and one MSL4048 tape storage library system, including full parts, technical support, and labor on a 24-hour, 7-day-a-week basis with a 4-hour response time. Place of performance is 7800 Harkins Road, Lanham, Maryland 20706. The contract term runs September 15, 2026 through July 31, 2027.

Award will be made to the responsive and responsible Master Contractor offering the most advantageous proposal based on conformance with scope of work, vendor authorization and qualifications, and price/technical value. A 0% Minority Business Enterprise (MBE) goal is included. Pricing must be fixed-price and remain valid for at least 90 days following the due date. Vendors must submit manufacturer authorization documentation, MSRP screenshots, estimated ship dates and lead times, and a Mercury Affidavit if applicable. One-time pricing items are invoiced within 30 days of acceptance; annual pricing is billed on the anniversary date. The agency reserves the right to purchase more or less than specified quantities based on available funding.

Questions are due September 18, 2026 at 4:00 PM EDT. Submission is required through eMaryland Marketplace Advantage (eMMA) or via email with password-protected documents to termia.jones@maryland.gov.
