About this opportunity
The Maine Department of Marine Resources and Department of Inland Fisheries and Wildlife are requesting quotations for a hovercraft and trailer to be shared between the two agencies, with quotes due June 20, 2011.
The scope specifies a cushion rescue vehicle powered by a General Motors 350 cubic inch V-8 engine, 19 feet 3 inches long by 8 feet wide, with dual 39-inch ducted fans, hydraulically controlled splitter plates, 1,200-pound payload capacity, and a Kevlar hull bottom. The vessel must include a 12-volt electrical system with dual batteries and master switch, winter windshield with wipers and washers, electronic instrument displays, heater-defroster, and mooring equipment (grab rails, grapple poles, ring buoys). A four-wheel, two-axle tilt trailer with 21-foot by 8-foot 6-inch plywood deck and 3,500-pound capacity axles is also required. The bid package must include a minimum of two days of training for two officers.
Quotes must be submitted electronically by 2:00 p.m. on the closing date. Awards will be made to the lowest responsible bidder offering the best value based on quality, specification conformity, delivery date, and cost. The State reserves the right to reject any or all quotes, adjust quantities by up to 10%, and award by item or group. All transportation charges shall be prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine sales and use taxes; quotes must exclude these charges. Bidders must specify terms and cash discounts, though discounts under 20 days will not be considered in award evaluation.
Vendors must submit questions through the Question and Answer link on the Solicitation Details View page, with all responses posted for vendor review. Contractors must deliver items exactly as specified, comply with all applicable Federal, State, and local laws, and provide current material safety data sheets for any hazardous chemicals per Maine's Chemical Substance Identification Law.
