About this opportunity
The Texas Department of Public Safety is soliciting bids under IFB 405-27R0002724 for an interior refresh of first-floor hallways at its Houston Regional Headquarters Building A in Jersey Village, Texas, with a mandatory pre-bid site visit on November 12, 2026 at 11:00 a.m. and bids due November 30, 2026 at 5:00 p.m. Central Time. The IFB identifies no specific set-asides, but Exhibit F.6 (DPSOBR) sets disadvantaged and minority- and women-owned business participation goals that bidders must meet through documented good-faith efforts, including subcontracting or joint ventures with certified firms.
The work is classified under NIGP 910-54 and covers approximately 12,000 square feet in four phased sections. Scope includes removing vinyl wall covering, eggshell interior painting, replacing about 1,200 linear feet of rubber wall base, painting 42 hollow metal doors and frames (24 with glass lites), replacing three solid core wood doors with laminate and glass-lite versions, installing corner guards and stainless steel kick plates, adding electrical outlets, and final cleaning. Work runs 7:00 a.m. to 5:00 p.m. Monday through Friday, with after-hours and weekend work permitted in specific areas such as drywall sanding. Required qualifications include a minimum of three years' experience for all workers, a minimum one-year installation warranty, compliance with ADA/TAS and IBC requirements, and three similar-project references. Contractors working at DPS facilities must complete fingerprint-based criminal history background investigations and maintain DPS-issued identification. Prevailing wages under Texas Government Code Chapter 2258 apply.
Bidders submit the Mandatory Pricing Schedule for the complete job on a no-minimum, as-needed basis, with all costs, including licenses and expenses, included in the bid price. DPS guarantees no minimum compensation. Performance bonds are required for contracts exceeding $100,000 and payment bonds for contracts exceeding $25,000, with both costs included in the base bid. DPS withholds 10 percent retainage until all work is accepted and warranty or equipment operation documentation is received. The contract term runs one year from the purchase order's effective date, with DPS reserving the right to extend performance up to an additional six months at original rates. Questions are due November 17, 2026, with DPS posting responses by November 19, 2026. Anticipated award is December 4, 2026. Responses are submitted electronically to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room and must include a W-9, Application for Texas Identification Number (AP-152), evidence of financial stability (audited or compiled statements, or a Dun & Bradstreet report), and the signed Information and Certifications Form, where failure to sign may result in disqualification. Contract Monitor Dinah Eghan-Wiafe is reachable at 346-244-3360 or Dinah.Eghan-Wiafe@dps.texas.gov.
