About this opportunity
The City of Evans, Colorado is requesting proposals from qualified consultants to conduct a comprehensive Housing Needs Assessment, Housing Action Plan, and two specific Comprehensive Plan elements (Water Supply Element and Strategic Growth Element) under an RFP, with proposals due September 12, 2026. The project is funded by a Colorado Department of Local Affairs grant and must comply with Senate Bill 24-174 requirements and DOLA guidelines. A December 31, 2026 statutory deadline applies to the Comprehensive Plan elements.
The Housing Needs Assessment must include housing stock analysis, displacement risk identification, and policy recommendations. The Housing Action Plan must address affordable housing strategies and displacement mitigation. Consultants must demonstrate prior experience with SB24-174 compliance — a material qualification filter. The City emphasizes project personnel qualifications and prior relevant experience; proposals must include a statement of qualifications with minimum five project references from at least two different clients. All work products become City property upon completion and payment.
Compensation is time and materials with a not-to-exceed fee, subject to monthly invoicing and payment within 30 days. Professional liability insurance of at least $1 million per claim and $2 million annual aggregate is required, along with workers' compensation and general liability coverage. Proposals are limited to 25 pages (excluding cover letters and dividers) and must include a cover letter, statement of qualifications, preliminary project schedule, non-collusion statement, suspension and debarment certification, and proposed fees with detailed task-by-task and hourly breakdowns.
An optional pre-proposal meeting is scheduled for August 27, 2026. Questions are due September 2, 2026. Initial evaluation occurs September 22, 2026, with notice of intent to award within one week of final evaluation and City Council approval. Notice to proceed is anticipated within 10 business days of contract execution. The Housing Needs Assessment is due December 31, 2026; the Housing Action Plan is due January 1, 2028. Consultants must be actively registered in SAM.gov and provide their Unique Entity Identifier. Finalists may be invited for interviews.
