About this opportunity
The Town of Westcliffe, Silver Cliff, and Custer County are seeking a professional consultant to conduct a comprehensive Housing Needs Assessment and Market Study across their jurisdictions, following the guidelines of SB24-174 and CHFA requirements. The procurement seeks a detailed assessment that will inventory existing housing stock, evaluate vacant lots, assess development potential of rural subdivisions, and identify future development parcels while considering natural resource impacts. Key deliverables include a comprehensive report with digital and printed copies (20 color-bound copies of the Housing Needs Assessment and 10 color-bound copies of the Market Study), which must be user-friendly and accessible to the public. The project timeline targets a 6-month completion window, with an anticipated start in September 2024 and end around February 2025. Critical procurement dates include an RFP release on October 21, 2024, with inquiries due by November 19, 2024, proposal submissions due by December 9, 2024, and consultant interviews scheduled for December 12-13, 2024. The final consultant selection is expected on January 7, 2025, with the assessment requiring engagement with local government entities, major employers, utility providers, and the Colorado Housing and Finance Authority.
The procurement does not specify explicit set-aside designations or restrictions on responding organizations. The total project budget is capped at $80,000, with $60,000 allocated for the Housing Needs Assessment and $20,000 for the Market Study. No incumbent vendors are identified in the documentation. The assessment will require a comprehensive approach, including developing a demographic and economic framework, analyzing housing inventory, examining market conditions and trends, identifying housing problems and gaps, assessing community resources, and creating a Housing Strategy Action Plan. Potential respondents should be prepared to demonstrate expertise in housing market analysis, familiarity with rural Colorado development contexts, and ability to produce comprehensive, accessible reports that meet the specific requirements outlined in the CHFA market study guidelines and SB24-174 specifications. Consultants will need to show capability in stakeholder engagement, data collection, and strategic planning for housing development in rural municipal and county settings.
