About this opportunity
Botetourt County, Virginia is requesting sealed bids for household hazardous waste collection, packaging, transportation, and disposal services for a mandatory Fall 2026 event with an optional Spring 2027 event under IFB #26-027, with bids due October 8, 2026 at 2:00 p.m. ET.
The County will conduct drive-through HHW collection on a Saturday from 12:30 p.m. to 4:30 p.m. at the Botetourt County Convenience Center in Troutville, Virginia. Based on historical events, the County anticipates approximately 163 participating vehicles and 6.14 tons of material collected, though this is for planning purposes only and does not guarantee actual participation or quantities. Contractors must provide firm unit prices for latex paint, oil-based paint, solvents, pesticides, aerosols, corrosives, asbestos, propane cylinders, batteries, antifreeze, and used motor oil. The County will pay based on actual quantities collected at contract unit prices and does not guarantee minimum or maximum volumes.
Award will be made to the lowest responsive and responsible bidder on the basis of Total Manpower/Operations Bid, which includes setup fees, labor, supplies, and fuel surcharges; disposal unit prices are excluded from the low-bid calculation. Contractors must maintain Pollution Legal Liability/Environmental Impairment Liability insurance with limits of not less than $3,000,000 per occurrence and in the aggregate, plus workers' compensation, employers liability ($500,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). All applicable federal, state, and local licenses, permits, and regulatory compliance certifications are required, including EPA identification numbers and required regulatory documentation.
The contract will commence upon execution and continue through completion of services and reporting for the Fall 2026 event, with the County retaining an option to extend for the Spring 2027 event under identical terms and pricing. Payment is net 45 days following receipt and approval of invoices. Questions are due September 24, 2026 at 5:00 p.m. ET. Bids may be submitted electronically through the Botetourt County Vendor Portal (Bonfire) or as hard copies to the Botetourt County Purchasing Department, with public bid opening immediately following the 2:00 p.m. deadline.
