The scope encompasses footing and foundation construction, crawl space insulation (R-19), attic insulation (R-38), site grading and erosion control, electrical service installation coordinated with Greenville Utilities Commission, plumbing connections to existing city systems, HVAC reconnection and dryer venting, and landscaping with native species (three trees and fifteen shrubs). The two homes are approximately 1,300–1,500 square feet, three-bedroom, two-bathroom structures. The selected contractor must complete each home within 45 to 60 calendar days from Notice to Proceed, weather and inspections permitting. The contract term is twelve months from award, with potential for additional similar work during the contract period.
Contractor insurance requirements include Commercial General Liability of $1,000,000 per occurrence, Workers Compensation, and Commercial Automobile Insurance of $1,000,000 per occurrence. Vendor registration with the City through its online portal is mandatory.
Evaluation criteria weight relevant experience and qualifications at 30 points, project approach and safety plan at 30 points, cost competitiveness at 25 points, local vendor status at 5 points, and references and past performance at 10 points. Responses to questions will be posted as an addendum by May 13. Payment terms are Net 30 days from invoice receipt and approval.
