About this opportunity

The South Dakota Department of Public Safety Wildland Fire Division (SDWF) is seeking qualified contractors to perform hazardous fuels reduction treatment on approximately 68.1 acres of property located near Hot Springs, South Dakota, in Edmunds County. The project, identified as Hot Brook Phase Two Fuels Reduction- Unit #1, requires selective thinning of ponderosa pine, spruce, cedar, and juniper trees with specific requirements for tree spacing, limbing, and slash disposal. Contractors will be responsible for treating slash through methods such as chipping, mulching, grinding, or piling and burning, while adhering to South Dakota's Best Management Practices to minimize environmental impact. The evaluation process will consider multiple factors, with cost per acre weighted at 25% and proposed method of performance at 20%, distributed across nine categories including expertise of personnel, resources, experience, project timeline, and biomass utilization. Key dates include site visits scheduled for March 11 and March 19, 2025, with proposals due by March 31, 2025, at 3:00 PM MST, and an anticipated contract award date of April 2, 2025. Contractors may submit written inquiries via email to Lane Ostenson at Lane.Ostenson@state.sd.us with the subject line "RFP # 25RFP13742" until a specified deadline.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Contractors will be granted salvage rights to offset project costs, with all material removed for biomass utilization available at no cost to the landowner or Wildland Fire Division. The contract length is two years with potential for renewal, and SDWF indicates that multiple contractors may be selected through this RFP process. While specific budget ranges are not detailed in the provided documents, the project involves treatment of 68.1 acres with potential additional units noted in supplementary mapping documents. The project area is situated near Hot Springs, with project units identified in vicinity and project maps that show the precise location near local landmarks such as Cold Brook Lake, Evans Plunge, and the Southern Hills Golf Course. Salvage and biomass utilization rights suggest potential for contractors to derive additional value from the project beyond the immediate contract compensation.
