About this opportunity

The California Department of Developmental Services, specifically the Sonoma Developmental Center (SDC), issued an Invitation for Bid (IFB) for Medicare-certified Hospice Services under contract SN169006. The procurement seeks a hospice organization to provide consultative services for SDC residents with terminal prognoses of six months or less, with services including 24/7 on-call availability, periodic on-site visits, and treatment plan oversight. Bidders must provide services through a Medicare-certified Hospice Medical Director and Registered Nurse, with key deliverables including comprehensive care planning, consultation notes, and adherence to Medicare Guidelines and Standard of Practice protocols. The contract term is structured from July 1, 2016 through June 30, 2018, with bids originally due on April 27, 2016 at 2:00 PM, and a Notice of Intent to Award proposed for April 29, 2016. Required contractor qualifications include proper licensing, submission of relevant service references from the previous five years, staff resumes, and mandatory facility orientation, fingerprinting, and FBI/DOJ clearance. The evaluation criteria prioritize the lowest responsive responsible bidder, with services to be billed at a daily per diem rate.

While specific set-aside designations were limited, the IFB did include a 5% bid preference for small businesses, and though Disabled Veteran Business Enterprise (DVBE) participation goals were waived, DVBE incentives would be accepted. The contract explicitly excludes hands-on nursing care, pharmaceuticals, durable medical equipment, and supplies, focusing instead on consultative services. Pricing was to be structured as a daily rate multiplied by 365 days and projected for three clients, effectively establishing the total bid amount. No incumbent vendor was specifically identified in the documentation. The procurement appears designed to ensure comprehensive, dignified hospice care for SDC residents with terminal conditions, with the contractor responsible for maintaining high-quality medical consultation and support. While a precise budget range was not explicitly stated, the bidding structure suggests an annual contract value likely in the range of $50,000 to $150,000, depending on the daily rate and actual client utilization.
