About this opportunity

The Palm Beach County Board of County Commissioners' Purchasing Department issued a Request for Quotation (RFQ) for the purchase and delivery of water suction and discharge hoses under a term contract. This procurement includes two separate lots: Lot #1 comprises suction hoses in 2", 3", 4", and 6" inside diameter sizes supplied in 20-foot lengths with male x female quick disconnects, with estimated annual quantities of 40, 20, 30, and 40 units respectively; Lot #2 comprises discharge hoses in the same sizes supplied in 50-foot lengths, with estimated annual quantities of 30, 30, 10, and 10 units respectively. Suction hoses must meet or equal Goodyear Spiraflex 1600 specifications featuring olive green pliovic tube construction and high-density rigid pliovic helix reinforcement, while discharge hoses must meet or equal Goodyear Spiraflex Blue specifications with blue PVC tube construction and synthetic fabric reinforcement. The successful quoter will be awarded a twelve-month term contract with the option to renew for up to four additional twelve-month periods, subject to mutual written agreement and appropriation of funds. Deliveries must be made within twenty-one calendar days of receiving a delivery order with F.O.B. point at destination to either the CROC Warehouse in West Palm Beach or SROC Warehouse in Delray Beach. Pricing must be firm and fixed for the initial term and all renewal periods, with unit prices quoted to two decimal places and freight charges included in the unit pricing. Quotations were due by August 11, 2022, at 4:00 p.m. local time and could be submitted via fax or email.

Award will be made on a lot-by-lot basis to the lowest responsive and responsible quoter, and the County reserves the right to increase or decrease quantities as necessary, with no minimum order requirements. Small/Minority/Women Business Enterprise (S/M/WBE) set-aside provisions provide preference to certified small businesses within 10 percent of the lowest bid, and Local Preference provisions provide a 5 percent preference adjustment for quoters with a permanent place of business in Palm Beach County or the Glades. All quoters must register as vendors in the County's Vendor Self Service (VSS) system and must ensure all subcontractors are similarly registered prior to contract award; all quotations must be submitted on the County's prescribed Response Form and signed by an authorized representative, with failure to sign resulting in rejection. Successful quoters must provide factory or manufacturer warranty on all items against defects in materials and workmanship, and delivery locations may expand during the contract term at no additional cost to the County. No incumbent vendors, budget ranges, or specific award values were identified in the solicitation documents.
