About this opportunity
The Oregon Department of Forestry (ODF) has issued an Invitation to Bid (ITB) # S-62900-00011775 for archaeological heritage survey services related to the Hootnanny Insect and Disease Project. The procurement covers archaeological survey work on approximately 3,400 acres of federal land managed by the U.S. Forest Service and 2,000 acres of state land managed by the Oregon Department of Fish and Wildlife. Required services include completing Section 106 of the National Historic Preservation Act compliance work, which encompasses pedestrian surveys, site assessments, and comprehensive documentation. Bidders must demonstrate minimum qualifications, including prior experience conducting similar surveys in the area and having qualified key personnel. The evaluation criteria focus on selecting the responsible bidder submitting the lowest responsive bid, with contractors required to submit detailed pricing for hourly rates and unit prices. The contract is scheduled to be in effect until October 31, 2025, with the selected contractor expected to commence work within three weeks of contract award. The bid response is due by October 22, 2024, and bidders must also provide a management plan detailing their approach to completing the surveys efficiently.
The ITB does not specify any set-aside designations or restrictions on the types of organizations eligible to respond, indicating an open competitive procurement process. No incumbent vendors or current contractors are mentioned in the available documentation. The solicitation does not provide explicit information about existing infrastructure or technology integration requirements. Similarly, no specific budget range or total contract value is disclosed in the bid documents. The procurement appears to be a straightforward service contract focused on archaeological survey work, with the primary selection criteria being technical capability, relevant experience, and lowest price. Potential bidders should carefully review the full ITB documentation to ensure they meet all technical and administrative requirements for submission. The contract will be awarded based on the most advantageous proposal that meets the technical specifications and provides the most competitive pricing.
