About this opportunity
The City of Caddo Mills is requesting bids on electrical construction at Hooten Park under a project funded by National Park Service federal award P24AP01166-00, with bids due September 16, 2026 at 2:00 p.m. at Dunaway's office in Farmersville, Texas, and public bid opening at the same time and location.
The scope encompasses complete electrical system installation to serve Hooten Park, including excavation and backfill for conduit installation, buried conduit, and foundation and base work for sports lighting poles. Bidders must conduct site inspections to become familiar with existing conditions and restrictions. Deduct alternates are available for excavation, conduit, and lighting pole components, with bid pricing structured as a lump sum for complete electrical work and unit prices for deduct alternates.
A bid bond equal to 5 percent of the bid amount is required, with acceptable alternatives including certified checks, bank drafts, or negotiable U.S. Government Bonds. The successful bidder must provide performance and payment bonds within thirty days of the Notice of Award, along with a two-year maintenance bond equal to 100 percent of the contract price. Bids may be held for up to 60 days for review and investigation of bidder qualifications.
Contract award will be made to the responsive, responsible bidder offering the lowest or best bid, with evaluation considering price, contractor reputation and experience, service quality, historically underutilized business impact, safety record, proposed personnel, financial capability, and past relationship with the City. The project is funded in whole or in part by federal award and encourages participation from Section 3 residents, minority business enterprises, small business enterprises, women business enterprises, and labor surplus area firms. Substantial completion and final payment deadlines will be established in the Notice to Proceed, subject to liquidated damages provisions for delays.
