About this opportunity

The Hawaii Community Development Authority is soliciting bids under IFB HCDA-CIP-2026-04 for modifications to the domestic tankless hot water return system serving 151 rental units at the Honuakaha Affordable Housing Complex, 545 Queen Street, Honolulu, with a pre-bid conference and site inspection on October 28, 2026 at 10:30 a.m. HST. Bidders must hold a State of Hawaii C-37 Plumbing Contractor license, demonstrate a minimum of five years of experience with similar projects, and maintain an office or service presence on Oahu. The work is subject to prevailing wage requirements under Chapter 104, HRS, and at least 80 percent of the workforce must be Hawaii residents under Chapter 103B, HRS.

The scope covers hot water return piping and components, including valves, supports, and insulation; wall and shaft access openings; fire-rated access panels; firestopping; surface restoration; and testing, startup, and commissioning. New recirculating piping runs from parking level P2 to the rooftop heater room, and the building remains occupied throughout construction. Materials must be new, with preference given to products manufactured in the United States.

Bids are a lump-sum base bid across nine line items. The bid must include a fixed $982.00 building permit issuance fee. Bid security must equal at least 5 percent of the bid amount, and performance and payment bonds must equal 100 percent of the contract price. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $2 million combined single limit. The successful bidder must obtain a Certificate of Vendor Compliance through Hawaii Compliance Express. Liquidated damages are $500 per day. The contract term is six months from the Notice to Proceed with no renewal options, and Final Completion is required within 180 consecutive calendar days of the Notice to Proceed. Award goes to the lowest responsible and responsive bidder, and unit prices for change orders are excluded from that determination.

The timeline includes written inquiries due October 30, 2026 at 3:00 p.m. HST, with responses by November 4, 2026. Written notice of intention to bid is due 10 calendar days before bid opening at 2:00 p.m. Bids are due November 13, 2026 at 3:00 p.m. HST through HIePRO, with anticipated award on November 20, 2026. The source names no incumbent and no estimated contract value.
