About this opportunity
The City of Kinston, North Carolina Housing Finance Agency is soliciting sealed bids for home rehabilitation at 703 Quinerly Street under its Essential Single-Family Rehabilitation Loan Pool Program, with bids due July 23, 2026 at 12:30 p.m. Contractors must be RR&P Certified Renovators working for Certified Renovation firms — the primary capability filter — and any individual unit bids exceeding $30,000 require North Carolina General Contractor licensure. All plumbing, HVAC, and electrical subcontractors must be licensed.
The scope encompasses lead and asbestos-based unit rehabilitation for the Blount Residence. Environmental assessment documented lead-based paint in deteriorated condition on exterior door jamb and soffit components and detected lead dust hazards; radon testing yielded 0.7 pCi/L, below the EPA action level. All work must comply with 40 CFR Part 745 and 10A NCAC 41C.0900 lead-based paint hazard reduction requirements.
Sealed bids must include Form A (Bid Proposal Form), Form B (Bid Proposal Summary), Form C (Itemized Bid Summaries), Form D (Contractor Bid Qualification Form), and required exhibits, submitted by mail to PO Box 339, Kinston, NC 28502, or in person at City Hall Council Chambers, 207 East King Street, Kinston, NC 28501. Bids remain guaranteed for 120 days following opening; contract execution is required within 120 days or awards may be rescinded. Contractors must provide general liability insurance ($1,000,000 per occurrence), professional liability insurance ($1,000,000 per claim), workers' compensation insurance as required by North Carolina law, and automobile liability insurance ($1,000,000 combined single limit). The Local Authority reserves the right to reject any bids, negotiate contract amounts, or rescind awards. Liquidated damages are assessed at $100 per calendar day for contracts exceeding specified time limits. All contractors must provide a one-year warranty on completed work from the date of final payment. Contact Jordan Kearney, Project Manager, at 252-939-4021.
