About this opportunity
Orange County, New York, is seeking a vendor to conduct online sales and manage Home Composter and Rain Barrel Sale Events through a Request for Proposals (RFP-EFS01-25). The primary objective is to reduce household solid waste and rainwater runoff by facilitating the sale and distribution of home composters and composting implements. The selected vendor will be responsible for creating an online ordering system at least two months before the event, maintaining an inventory of at least 500 compost bins, and managing a one-day distribution event. Proposals are due by September 25, 2025, with questions accepted until September 10, 2025. The contract is initially for one year, with options to extend for two additional one-year periods. The evaluation criteria will be based on a points system that considers qualifications, technical proposal, timeline, references, and cost. Vendors must submit detailed pricing for the online sale system, event management, potential additional advertising, and per-item resident prices.
The county encourages proposals from certified minority-owned, women-owned, or service-disabled veteran-owned businesses, offering additional points in the evaluation process. There are no specific restrictions on the types of organizations that can respond, but vendors must comply with the county's Pay-to-Play Local Law, which prohibits contracts with entities that have made significant campaign contributions to county officials. While no specific budget range is mentioned, the county has historically sold 279 composters and 110 rain barrels across seven previous events. Vendors must complete several required forms, including a Pay-to-Play Form A and Form B, an ACH authorization form, and a supplier registration packet. The county will handle event promotion through press releases, social media, and a mobile application, and will be responsible for securing the event location and recruiting volunteers. Successful vendors should be prepared to work closely with Orange County's Department of General Services to ensure a smooth and effective Home Composter and Rain Barrel Sale Event.
