The contract is structured on a reimbursement basis with labor charges covering on-site services plus actual travel time (maximum two hours per day), mileage reimbursement capped at 200 miles round trip per service call, and parts and materials reimbursed at actual cost plus administrative expenses not exceeding ten percent of procurement costs. Prior to award, contractors must submit documentation demonstrating experience and provide three professional references verifying qualifications. This procurement incorporates mandatory federal compliance requirements applicable to infrastructure projects funded through the Bipartisan Infrastructure Law, including Davis-Bacon Act prevailing wage requirements for Clearfield County, Build America Buy America Act domestic sourcing mandates for iron, steel, and manufactured products, and Pennsylvania's Steel Products Procurement Act and Trade Practices Act restrictions. The Steel Products Procurement Act requires all steel products to be produced in the United States with at least 75 percent domestic content, and the Trade Practices Act prohibits use of steel or aluminum products from Brazil, Spain, South Korea, and Argentina. Contractors must comply with federal requirements including registration in the System for Award Management (SAM.gov), provision of a Unique Entity Identifier, Equal Employment Opportunity standards, and Minority Business Enterprise reporting requirements with all procurements reported quarterly to RA-EPMBEWBE@pa.gov regardless of MBE/WBE involvement. No incumbent contractors or existing technology integration requirements are specified in the solicitation documents.
