About this opportunity
The Pennsylvania Department of Transportation is seeking bids for the Hollenbachs Bridge Replacement project on State Route 4009 in Lehigh County Lowhill Township, with bids due July 16, 2026. The project is federally funded and requires contractor prequalification; no DBE goal is specified.
The scope involves replacing a 1912 single-span reinforced concrete arch structure (31 feet long, 18–22 feet wide) over Mill Creek with a new 32-foot by 9-foot clear-height rigid frame structure with a 60-degree skew. The new bridge will provide two 10-foot lanes and two 2-foot minimum shoulders, with moment slabs and barrier transitions. Work includes a 5-inch distribution slab below grade, minor approach roadway reconstruction, clearing and grubbing, excavation, asphalt and concrete work, drainage systems, guide rail installation, pavement markings, landscaping, erosion and sediment pollution control, and traffic control. The precast concrete rigid frame structure comprises 67 percent of contract value. The structure is designated S-43053 and subject to heavy construction wage rates and bridge work rates.
The project cost range is $1 million to $2.5 million. Notice to Proceed is anticipated August 31, 2026, with required completion by December 7, 2027. Road User Liquidated Damages of $8,000 per day apply if State Route 4009 is not open to unrestricted traffic on all lanes after October 22, 2027. The project is subject to Buy America, Build America, Executive Order 11246 equal employment opportunity compliance, material certifications through the ECMS system, right-to-know law provisions, and worker protection and investment certifications. All addenda will be posted electronically through ECMS; the public bid opening occurs at the Commonwealth Keystone Building in Harrisburg.
Opportunity text
This project involves the replacement of the existing 31 single span reinforced concrete closed spandrel arch structure over Mill Creek with a 32 x 9 clear height rigid frame structure. The existing structure is 18-8 curb to curb (and 22-8 out to out) wide with concrete parapets built in 1912. The total length of the existing structure is 31- 0. The proposed structure has a 60-degree skew which matches the existing structure. The out-to-out structure width of the proposed structure is 28-0 which provides two (2) 10-0 lanes and two (2) 2-0 minimum shoulders. Moment slabs will be utilized to allow for barrier transitions at the far end. The near end barriers will transition on the structure. The paved roadway will continue across the structure with a 5 thick distribution slab below grade across the structure. The project will include minor approach roadway reconstruction and other miscellaneous construction, as indicated on the approved drawings included in the bid package for State Route 4009, Section 02B in Lehigh County Lowhill Township from approximately between the intersection of SR 4009 (Mill Creek Road) and Mill Road at segment 0030 offset 3273 to approximately at the intersection of SR 4009 and Browning Road at segment 0040 offset 0462.
