About this opportunity
The City of Norwalk, Connecticut is requesting proposals for installation and removal of holiday trees at two downtown locations—50 Washington Street and River Street—with proposals due August 11, 2026 at 2:00 PM through the City's Bonfire portal. The RFI/question deadline is July 28, 2026 at 2:00 PM.
Bidders may propose either live or artificial trees. The 50 Washington Street location requires a 30-foot pre-lit tree (artificial or real) with warm white lights, ornament package, tree topper, and white fencing with posts. The River Street location requires a 20-foot pre-lit tree with multicolor lights and tree topper. Both installations must be flame retardant, UV resistant, and capable of withstanding high winds and severe weather. Setup is tentatively November 30, 2026, with breakdown January 11, 2027. The contract term is one year with two optional one-year extensions (2027–2028 and 2028–2029); optional-year dates will be scheduled between the Director of Business Development and Tourism and the selected vendor.
Evaluation uses weighted scoring: qualifications and experience (20%), overall proposal impression (20%), interview or presentation (10%), and cost proposal (50%). Vendors must provide unit pricing for both artificial and real tree options at each location. Compensation is based on monthly invoices approved by the City.
Contractors must maintain commercial general liability insurance of $1 million per occurrence with a $2 million annual aggregate, automobile liability insurance of $1 million, and workers' compensation insurance in accordance with Connecticut law. No RFP deposit, performance bond, or maintenance bond is required. The City retains the right to reject any or all proposals and is not obligated to reimburse proposal preparation costs. The contract period commences following City Council approval, with termination at the City's discretion upon 15 days' notice.
