About this opportunity

The City of Daytona Beach is requesting proposals for rental, installation, and removal of holiday and special event decorations at multiple City locations, with proposals due August 11, 2026 at 2:00 p.m. A local-vendor preference offering up to 10% bonus points applies to qualified vendors with permanent operations and full-time employees within City limits for a minimum of six months.

Minimum qualifications require five years of continuous, successful operation prior to submission and a permanent office or staff location within 50 miles of the City. A bid bond equal to 10% of the bid amount must be submitted to the City's Purchasing Department prior to the deadline. Vendors must comply with E-Verify, Florida's convicted and discriminatory vendor lists, drug-free workplace certification, and federal suspension and debarment provisions.

The scope includes two 25-foot minimum Christmas trees with warm white LED lights at City Hall (301 S. Ridgewood Ave.) and Tarragona Arch Tower (100 Tarragona Way); large-scale animated holiday displays in three sizes (15'x24', 30'x15', and 15'x15'); miscellaneous holiday lighting for hedges and palm trees; architectural and roofline lighting; and approximately 270 eight-foot holiday wreaths with pole wraps and glitter bows across Main Street CRA, Mid-Town CRA, Downtown CRA, and Seabreeze Boulevard. Installation of architectural elements begins no earlier than October 1st; all other decorations begin November 1st, with completion and approval by November 15th. Removal occurs between January 2nd and January 20th. The vendor must maintain all decorations throughout the season and complete repairs and replacements within 24 hours of defect notification.

Pricing proposals include all holiday decoration costs; special event decoration fees will be negotiated separately. Evaluation weights qualifications and experience (30 points), project understanding and approach (30 points), demonstrated success on similar projects (30 points), and price (10 points). The selection committee meets August 21, 2026. Questions are due August 6, 2026 at 5:00 p.m. A non-mandatory pre-proposal meeting is July 24, 2026 at 11:00 a.m. via Microsoft Teams. Proposals must be submitted electronically through the City's OpenGov platform.
