About this opportunity
The City of Pittsburgh Office of Management & Budget is soliciting bids for installation and removal services for holiday pole lights and banners on East Carson Street, with responses due November 6, 2026 at 3:00 p.m. through the ProcureNow portal. Bids must not exceed $30,000.
The scope spans two phases over a one-time engagement. Phase I (November 2026) involves taking down 101 branded banners, installing 101 holiday banners, and installing 70 snowflake light fixtures. Phase II (January 2027) requires removing holiday banners and lights and reinstalling the 101 branded banners. All materials are currently stored at 6503 Hamilton Avenue, Pittsburgh, and the vendor must handle pickup, assembly, cleaning, and packaging, with delivery of removed items to City-designated locations. All shipping, handling, and delivery costs must be included in the bid price; the City will not reimburse these separately.
The project corridor runs along East Carson Street from South 10th Street to South 25th Street, with approximately 97 ornamental lighting poles (23 units in the 10th–17th section, 74 units in the 17th–25th section) equipped with LED post-top luminaires and banner-attachment hardware per Union Metal Industries Corporation specifications. Detailed technical lighting plans and pole-mount reference imagery are attached.
Bidders must provide itemized pricing broken down by labor for each phase (takedown of branded banners, installation of holiday lights, installation of holiday banners, takedown of holiday lights, takedown of holiday banners, installation of branded banners) and packaging and cleaning services. Vendors must complete a Vendor Registration Form and W-9 Form, agree to the City's Standard Terms and Conditions, maintain appropriate insurance, and comply with all applicable federal, state, and local laws. Purchase orders will be issued on an F.O.B. Destination basis with Net 45 payment terms. The City is tax-exempt and reserves the right to reject any or all bids.
