About this opportunity

The City of Austin is requesting bids to establish an annual contract for rapid Human Immunodeficiency Virus Type 1 and Type 2 test kits to support the Austin Public Health Program, with proposals due July 17, 2026.

The scope consists of one-time-use HIV test kits. The pricing sheet identifies two primary line items: Abbott Determine HIV 1/2 Ag/Ab Combo Test kits (manufacturer number 7D2648) at an estimated annual quantity of 375 units, and Abbott Determine HIV Ag/Ab Combo Controls (manufacturer number 7D2628) at an estimated annual quantity of 79 units. Offerors may propose additional line items. All pricing must be all-inclusive with no separate charges for administrative fees, overhead, shipping, or transportation to the Austin area. Unit prices must be stated with no more than four decimal places.

The City offers an optional Small Business Preference Program for certified small businesses meeting U.S. Small Business Administration size standards. No M/WBE subcontracting goals have been assigned due to insufficient subcontracting opportunities. All offerors must complete multiple mandatory certifications, including debarment and collusion statements, conflict of interest disclosures, and compliance with Texas Government Code sections addressing boycotts of Israel, specified countries, firearms entities, and energy companies. Offerors must also certify compliance with Austin City Code Chapter 4-22 regarding wage theft and Austin City Council Resolution 20191114-056 regarding LGBTQ+ conversion therapy practices. Awarded contractors must complete wage theft training within 30 days of contract award.

The City reserves the right to award a single contract based on overall low cost or multiple awards based on individual line items, categories, cost, or any combination of criteria deemed most advantageous. Bids of zero will be interpreted as no-charge items; blank responses or "no bid" submissions may be deemed non-responsive and result in disqualification. The procurement specialist is Alejandro Arroyo.
