About this opportunity

The Metropolitan Transit Authority of Harris County (Metro) is seeking bids to rehabilitate the fire suppression water supply and fire pump facilities at the Hiram Clark Bus Operating Facility, 4175 Uptown Drive, Houston, Texas, with proposals due September 16, 2026.

The scope encompasses demolition of the existing 25,000-gallon break water tank and foundation; construction of a new approximately 300-square-foot fire pump building with structural, architectural, and roofing components; and disassembly, relocation, and reinstallation of existing fire pump equipment into the new facility. The contractor must provide a complete fire suppression system, fire line, pumping system, and fire alarm system compliant with NFPA 20, NFPA 24, NFPA 72, the International Fire Code, and International Building Code as adopted by the City of Houston. All work requires stamped plans submitted to the City of Houston Fire Marshal's Office for approval prior to construction start.

The contractor must furnish administration and construction support services; coordinate with Metro Bus Operations and governing agencies; maintain a Contractor Quality Control Plan with a designated quality control manager; and submit a Critical Path Method schedule within ten days of Notice to Proceed. The contractor bears responsibility for all governmental permits, licenses, and fees and must notify the City of Houston and utility owners at least fourteen days before commencing work in areas where utilities may be located. Submittals—shop drawings, product data, and certificates of compliance—require Metro review and approval within ten working days. Documentation and record management must comply with Federal Transit Administration requirements and Metro's Atser Manage-IT electronic document control system, with records retained for five years following project completion. Metro covers costs for independent testing laboratory services for initial acceptance testing; the contractor bears costs for repeat tests and corrections to nonconforming work.

Metro Project No. WA 14-PO-7125000967 and Metro Contract No. 7022000076 are referenced; specifications were released July 28, 2026 as the 100% Submittal Issue for Construction.
