About this opportunity
Brighton Area Schools is requesting proposals for general contractor services to install a new secondary well at Hilton Elementary School in Brighton, Michigan, with proposals due November 4, 2026 at noon, and a mandatory site walkthrough on October 27 at 3:30 p.m. — bidders who do not attend will have their proposals rejected.
The scope encompasses drilling a Type II public well to operate in tandem with the existing well, installing a new duplex alternating pump controller (SJE Rhombas Endura Model EN32-480-29.5), pressure tanks, water treatment equipment (iron filters and water softener), and integration with existing fire protection and irrigation systems. The general contractor is responsible for managing the full scope including well drilling by an EGLE-registered subcontractor, mechanical and electrical work, all permits and inspections, system commissioning, and coordination across plumbing, electrical, and mechanical trades. Work must comply with the 2023 National Electrical Code, 2021 Michigan Building Code, and local plumbing codes. All materials must be new and UL-certified; copper piping is specified (Type L hard-drawn with wrought copper or cast red bronze fittings). The contractor must furnish shop drawings, coordinate trades to prevent interferences, and provide a one-year warranty on all installed work and materials. The proposal must include a bid bond or certified check (5% of bid), a 10% owner's contingency fund, and unit prices for drilling-depth variations, casing, screen, pump testing, and trenching. The contractor shall pay all permit fees, including Livingston County Health Department permitting and water testing ($6,000 allowance) and LARA permitting ($5,000 allowance).
The contract will be based on modified AIA Document A101-2017, requiring 100% performance and payment bonds and insurance including workers' compensation, commercial general liability ($1 million each occurrence), automobile liability ($1 million), and umbrella coverage ($1 million). Ten percent retainage will be held on all payments. Selection criteria include adherence to the RFP, relevant K-12 school and Type II public well experience, key staff qualifications, ability to meet timelines, responsiveness, team compatibility, and total fees. Construction is expected to begin in mid-November 2026 or after EGLE and Livingston County Health Department reviews are complete. Proposals are submitted to Marc McKay, Assistant Superintendent for Finance, 125 S. Church Street, Brighton, Michigan 48116. Award is anticipated following the November 9, 2026 Board of Education meeting.
