About this opportunity
The Arkansas Department of Transportation (ARDOT) is soliciting bids for construction of crosswalks, pedestrian facilities, and ADA improvements on Highways 70 and 91 in Craighead and Crittenden Counties (State Job No. 012559, Federal Aid Project VRU-0076(398)), with bids due September 23, 2026. This is a Davis-Bacon prevailing wage project—all laborers and mechanics must be compensated at federally mandated rates.
The scope spans 1.478 miles and includes removal and disposal, earthwork, asphalt concrete hot mix surface course, cold milling, ACHM patching, maintenance of traffic, erosion control, traffic signal equipment, lighting, and pavement marking. Bidders must acknowledge all addenda and submit electronically with mandatory federal aid contract certification. A proposal guaranty (bid bond) with signatures from both a company officer and Surety Agent is required prior to the letting deadline. Mobilization bid is capped at five percent of the subtotal; specific pay items including asphalt binder, water, and precast concrete barrier relocation carry minimum or maximum unit price constraints detailed in the bid documents.
Bidders must become eligible by contacting ARDOT at pmd@ardot.gov or 501-569-2261 by 4:30 p.m. the day prior to the letting. The project is subject to federal compliance obligations including Title VI nondiscrimination, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, Executive Order 11246 equal employment opportunity mandates, OSHA safety standards (29 CFR Part 1926), clean air and water pollution control acts, and contract work hours provisions requiring time-and-a-half overtime compensation for hours exceeding forty per week. Federal Highway Administration oversight applies. The project is estimated for completion by July 27, 2026.
