The Maryland Department of Transportation State Highway Administration (MDOT SHA) has issued an Invitation for Bids (IFB) for hand mowing services in Talbot and Queen Anne's Counties, specifically along MD 404 from the Queen Anne's County line to US 50. The procurement encompasses approximately 7.25 miles or 17.24 acres of roadside maintenance, including hand mowing around guardrails, signs, grass islands, lighting/traffic poles, and culverts, with a continuous 60-inch zero turn cut from the road's edge. The contract requires a minimum daily workforce of one foreman and three crew members, with work to be performed Monday through Friday between 6:30am and 3pm, excluding state holidays. Bidders must have at least three years of commercial mowing experience and provide workers' compensation and automobile insurance with $1 million per occurrence coverage. Key dates include February 28, 2025, at 1PM for question submissions, and March 3, 2025, at 1PM for bid submissions, with a public bid opening via Microsoft Teams. The contract term is 12 months with an estimated 8 mowing cycles per seasonal year, and work for each cycle must be completed within 7 business days of notification.
This procurement is designated as a Small Business Reserve (SBR) contract, exclusively available to certified small business vendors through the Governor's Office of Small, Minority & Women Business Affairs. No specific Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), or Veteran-Owned Small Business Enterprise (VSBE) subcontracting goals have been established for this opportunity. The contract will be awarded on a firm fixed price per defined quantity basis, with no minimum quantities guaranteed, and bidders must submit pricing through the eMaryland Marketplace Advantage (eMMA) system. The State Highway Administration will provide additional support by supplying protection vehicle services and trash disposal during the project. While a specific contract value is not explicitly stated, bidders will complete a price form detailing their per-cycle rates, with an estimated 8 cycles per seasonal year. Interested vendors must carefully review all documentation, including the IFB, price form instructions, and attached exhibits, to ensure compliance with procurement requirements.
