About this opportunity
Dunn County, Wisconsin is seeking bids for limerock crushing operations at the Highway Department Finder Quarry location through an Invitation for Bid (IFB). The procurement involves producing approximately 65,000 tons of 1" base materials, with all bidders required to submit a per-ton cost proposal. A mandatory pre-proposal site visit is scheduled for September 5, 2024, and bids must be received by 2:00 PM local time on September 12, 2024. The county prefers project completion by December 20, 2024, though the schedule remains negotiable. Evaluation criteria include the per-ton pricing, with all proposed prices, costs, and conditions required to remain fixed and valid for 120 days from the bid due date. Prospective vendors must disclose any pre-existing business relationships with the county that could potentially conflict with the contract award, and Dunn County reserves the right to accept or reject any or all bids. The bidding process includes a unique provision that bid details and proposed fees will not be announced during the public opening, but will be made public after negotiations are completed and an award is made.
No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the documentation. The county does not require a bid bond or performance bond, though invoices will only be approved after the county verifies service completion meets specified requirements. The county is tax-exempt for certain taxes, and specific insurance requirements are outlined in the terms and conditions. While no incumbent vendors are identified, the project appears to be a recurring crushing operation for the county's highway department infrastructure. Although a precise budget range is not specified, the potential contract value can be estimated at approximately $650,000 to $975,000 based on the 65,000 tons of material to be crushed, depending on the final per-ton pricing negotiated. Interested vendors should carefully review all documentation and be prepared to meet the county's specifications for material production and project execution.
