About this opportunity

The Arkansas Department of Transportation (ARDOT) is requesting bids for highway surfacing on approximately 1.00 mile of County Road 51 in Little River County under State Job No. SA4141, with bids due May 20, 2026.

The scope consists of aggregate base course, asphalt concrete hot mix (ACHM) surface course, pavement marking, maintenance of traffic, and miscellaneous items. The project is governed by the 2014 Edition Standard Specifications for Highway Construction, supplemental specifications, special provisions, and construction plans. Asphalt binder price adjustments apply. Mobilization costs are capped at 5 percent of the subtotal. Contractors must maintain current licensure or registration with the Arkansas Contractors Licensing Board for work valued at $50,000 or more. Contractors currently subject to liquidated damages assessments on existing ARDOT contracts are ineligible unless pending time extensions warrant removal from such status.

All proposals must be submitted electronically through Doc Express. Bidders must register with Bid Express and obtain eligibility approval from ARDOT's Program Management Division at (501) 569-2261 or pmd@ardot.gov by 4:30 p.m. on the day prior to bid opening. A proposal guaranty is required in the form of a bank draft, certified check, cashier's check, bid bond, or electronic bid bond (verified before submission). Digital signatures are mandatory on all proposals, and all addenda must be acknowledged. Successful bidders have 10 business days after notice of award to electronically sign and submit the executed contract along with required bonds and proof of liability insurance. Federal-aid project certification is required. Special provisions govern liquidated damages procedures, asphalt-mixture design and quality control, prompt-payment requirements through the Signet application for subcontractors, and compliance with Manual for Assessing Safety Hardware (MASH) standards for traffic control devices. Minimum bid prices for certain asphalt binder items are set at $120.00 per ton.
