About this opportunity

Palm Beach County's Board of County Commissioners, through its Facilities Development and Operations Department's Capital Improvements Division, is soliciting sealed bids for replacement of eight air handling units at the Highridge Family Center under Project P-2025-000089, with bids due November 19, 2026 at 2:00 p.m. Only contractors qualified under the county's Annual Contract for Heating, Ventilation & Air Conditioning (HVAC) Services may bid, and qualification applications were due at least ten days before the bid deadline. A Small Business Enterprise (SBE) price preference applies: a certified SBE bid within ten percent of the lowest non-SBE bid shall receive the award.

Addendum 1, issued November 5, 2026, moved the bid due date from November 12, 2026. Bidders must sign and attach the addendum to the bid proposal form, and failure to do so may result in disqualification. The mandatory pre-bid conference was scheduled for October 14, 2026 at 10:00 a.m. at the project site, 4200 N Australian Ave, West Palm Beach, Florida, and that date has passed.

Scope covers removing eight existing Trane air handling units and installing county-approved equivalents, along with pneumatic accessory and digital control upgrades, new chilled water valves, dampers and actuators, replacement fresh air ductwork, supply plenums, thermometers, and pressure gauges. The work must integrate with the existing Trane Tracer BCU control system, which is upgraded to Tracer SC+. Substantial completion is required within 360 calendar days of Notice to Proceed, with liquidated damages of $180 per day for missed completion. The contractor must warrant all equipment, materials, parts, and labor for ten years from substantial completion, and must provide original manufacturer warranties, as third-party warranty companies are not accepted.

Bid security equals five percent of the bid price and the public construction bond equals 100 percent of the work order amount, both required for bids of $200,000 or more. Bidders must submit Small Business Development (SBD) Program schedules with their bids, comply with the county's Commercial Nondiscrimination Policy, and execute the Nongovernmental Entity Human Trafficking Affidavit and a Prohibition Against Diversity, Equity, and Inclusion Material certification. Bids remain firm for 120 calendar days from opening.

Bidders may obtain the solicitation through the county's Vendor Self-Service system or by contacting FDO-CID-Bids@pbc.gov or (561) 233-0261. Confidential plans and drawings are available only through direct contact with the county. The county reserves the right to waive bid irregularities and to reject any and all bids.
