About this opportunity
The Maryland State Highway Administration (SHA) Hereford Shop is requesting bids on high-volume application of plant growth regulators throughout Baltimore County under IFB HERSPR29R, with bids due November 18, 2026 at 9:00 a.m. and public bid opening the same day at 1:00 p.m. at 306 Mt. Carmel Road, Parkton, Maryland. This is an SBR (Small Business Reserve) designated procurement.
Minimum qualifications include two years of experience in high-volume plant growth regulator application, a valid Maryland Pesticide Business License with Category VI Right-of-Way certification, and registered herbicide spray operators and attenuator truck operators with the Maryland Pesticide Regulation Office. Work must comply with the Maryland Pesticide Applicator's Law and SHA's Integrated Vegetation Management Manual.
The scope consists of roadside vegetation and median treatment throughout Baltimore County as directed by the Resident Maintenance Engineer, using specialized spray truck and attenuator truck equipment. The State will supply herbicides and surfactants (including Telar, Embark, Platoon, and Surfactant Drift Control); the contractor provides labor and equipment.
The contract is structured as labor-hour fixed rates: the herbicide application crew (foreman, spray truck operator, and equipment) billed at a single hourly rate based on eight-hour working days, and the attenuator truck billed separately at an hourly rate. The contract term is twenty-four months or until the awarded contract amount is expended. No travel reimbursement is included. Contractor invoices are due within 15 days of work completion, with net thirty-day payment terms. Liquidated damages of $300 per working day apply if the contractor fails to report within 48 hours of notification to begin work.
The contractor must carry $1,000,000 commercial general liability, workers' compensation, and automobile/commercial truck insurance with the State listed as additional insured. No MBE or VSBE subcontracting goals apply. Questions are due November 10, 2026 at 3:00 p.m. Award will be made to the responsive and responsible bidder submitting the lowest total price. Bids must be submitted electronically through eMMA and bidders must be registered on that platform prior to submission. No pre-bid conference or site visit is scheduled.
