About this opportunity
Kissimmee Utility Authority is requesting proposals for high voltage electrical substation services under RFP 26-044-SH, with proposals due August 4, 2026 at 2:00 PM EST and public bid opening conducted virtually via Zoom.
The scope encompasses high voltage electrical substation services; bidders must submit completed Exhibit A pricing sheets, experience and reference documentation, proposed schedules of subcontractors, and all required certifications and compliance forms. Work must comply with federal, state, and local laws including OSHA, EPA, and Equal Employment Opportunity requirements. Contractor obligations include providing railroad coordination for heavy equipment delivery to project sites, maintaining first-priority emergency response, indemnifying KUA from liability claims, and including equivalent compliance requirements in all subcontracts exceeding $100,000. If FEMA reimbursement provisions are invoked, corresponding federal compliance certifications are required.
The contract term is three years with two optional one-year renewal periods at KUA's sole discretion. Pricing shall remain firm for the initial contract period; during renewal periods, the contractor may request adjustments if substantial manufacturer production cost increases occur without increasing profit margins, and any manufacturer price decreases must be immediately reflected in reduced contract pricing. KUA will pay the contract price within thirty days of invoice receipt and acceptance of goods or services. No bid bond or performance bond is required.
Evaluation criteria include quoted pricing structure, response time, quality of workmanship, capabilities and experience, financial capability, and exceptions to KUA's standard terms. The award will go to the responsive and responsible bidder offering the most advantageous proposal when considering price and other evaluation factors, though no weighting is specified. A pre-bid conference or mandatory site visit is not required, though bidders are encouraged to review the project scope independently. Proposals must be submitted electronically through VendorLink.
