About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids on high voltage electrical repair and maintenance services on an as-needed basis at Lufkin State Supported Living Center under IFB HHS0017399, with bids due July 23, 2026, and an optional on-site visit on July 8, 2026.

The contractor must be a Master Electrician or employ one under Texas Department of Licensing and Regulation (TDLR) licensing—the primary capability filter. The contractor must maintain an office within 120 miles of the facility, maintain 24-hour on-call availability, respond to service calls within four hours during regular business hours (8 a.m. to 5 p.m. Central Time) and within two hours for emergencies, and provide a minimum of three verifiable references with five years of relevant experience.

The scope includes high voltage electrical system replacement parts and repairs performed at the facility in Lufkin, Texas (6844 North US Highway 69). Both HHSC and the Department of State Health Services are authorized to use any awarded contract. Pricing must be firm and fixed for the contract life, submitted on Exhibit C with break-out pricing for labor (hourly rates by license level for regular and emergency hours), materials (at cost plus 10 percent maximum markup), and equipment (at agreed rates). Price adjustments are permitted only at HHSC's discretion using Consumer Price Index or Federal Minimum Wage formulas.

The initial contract term runs September 1, 2026, through August 31, 2030, with no renewal options; HHSC reserves the right to extend for up to one additional year for continuity of service or transition. Historical spending for similar services was $200,000 from October 28, 2022, through August 31, 2026.

The contractor must carry comprehensive insurance including workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). A Historically Underutilized Business (HUB) Subcontracting Plan is encouraged but not required. Questions are due July 10, 2026, at 5 p.m., with responses posted as an addendum by July 14. Bidders must submit Exhibit A (HHS Solicitation Affirmations), completed Exhibit C Pricing Sheet, Exhibit D (Bidder Qualifications and Demonstration of Ability to Perform), required licenses, financial capability documentation, and any issued Addendum Acknowledgement Forms. Bids may be submitted electronically through the HHS Online Bid Room or in person at HHS PCS, 1100 W. 49th Street, Austin, Texas.
