About this opportunity
The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Division of Equipment, is soliciting bids for the procurement of 300 units of hi-visibility lime green, full-brim hard hats to establish a master agreement contract. The hard hats must meet or exceed OSHA and ANSI Z89.1-2014 (R2019) CLASS E, G, and C requirements and include specific features such as non-vented construction, 6-point suspension with slots, lightweight polyethylene shells, Flex-Gear ratchet systems, 3M Scotchlite retro-reflective silver striping, and custom imprinting with the KYTC logo. The initial contract period runs from February 1, 2026, through January 31, 2027, with four optional one-year renewal periods available at the Commonwealth's discretion. Responses must be submitted online through the Kentucky Vendor Self Service (VSS) eProcurement system at https://vss.ky.gov by January 20, 2026, at 1:30 p.m. Eastern Time, with an anticipated award date of January 30, 2026. Product samples must be submitted and approved by the Commonwealth prior to contract award. Award will be determined using a best-value ranking approach based on two measurable criteria: price (95 points) and delivery time (5 points), with delivery timeframes specified in calendar days from receipt of delivery order and vague delivery terms rendering bids non-responsive. Written questions must be submitted by January 6, 2026, with responses provided by January 7, 2026.
The Commonwealth applies reciprocal preference for Kentucky resident bidders and preferences for qualified bidders as defined in KRS 45A.490-494 and 200 KAR 5:410, potentially providing 15 to 20 percent preference points to eligible vendors. All bidders must register in the eProcurement system prior to bid submission, allowing 24-48 hours for vendor registration completion, and must submit required affidavits regarding campaign finance compliance and residency status if applicable, along with product literature demonstrating specification compliance. Pricing is quoted F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all freight charges and claim filing, and late delivery penalties of one percent per day apply for missed delivery dates except for delays caused by factors outside vendor control. Price increases after the first 12 months require written justification based on industry-wide changes and KYTC approval. No incumbent vendors, budget ranges, or award values are specified in the available solicitation documents.
