About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids on plumbing parts, equipment, and supplies for Lubbock State Supported Living Center under IFB HHS0017675, with bids due July 22, 2026 at 10:30 a.m. Central Time. A mandatory warehouse-location requirement applies: bidders must own and operate their own warehouse or store location within 30 miles of the agency's address (3401 N. University Ave, Lubbock, TX 79415) to meet a two-hour pickup requirement; subcontractors, fulfillment partners, and distributor branches do not satisfy this requirement.

The scope covers thirty line items of plumbing materials and supplies, including thermostatic mixing valves, fill valves, faucets, toilet bowls and tanks, impellers, PEX piping, copper tubing, electric lighters, crimp rings, wax, angle stops, laundry tubs, adapters, couplings, solder, and related components. All quantities are one unit each, measured in either each (EA) or lot (LOT) for freight. Bidders offering items other than specified brands or part numbers must submit product literature for evaluation; failure to do so may result in bid rejection. For items marked "or equal," substitutes and equal products are permitted.

The estimated contract value is $50,000. The contract runs September 1, 2026 through August 31, 2027, with an option for one additional year extension at HHSC's sole discretion. Pricing must be firm and fixed for the entire contract term, submitted on Exhibit C as unit prices with all extensions and freight prepaid on an F.O.B. Destination basis. Delivery is expected within 14 days after receipt of order unless otherwise stated. Price adjustments are permitted only at HHSC's discretion, correlated to the Consumer Price Index using Bureau of Labor Statistics Region VI index; contractor-initiated price decreases require ten days' notice. Historical spending on similar goods is $50,000 for a one-year period, provided as a guideline with no guaranteed volumes. Award will be made to the lowest responsive and best-value bidder on a total bid basis.

Both HHSC and the Department of State Health Services (DSHS) are authorized to use any resulting contract. The HUB Subcontracting Plan submission is encouraged but not required. Questions were due July 13, 2026; responses were posted as Addendum 1 on July 17. Respondents must acknowledge receipt of Addendum 1 by submitting a signed acknowledgement form with their response or via email to pcsbids@hhsc.state.tx.us prior to the July 22 deadline; failure to return the form may result in disqualification.
