About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids on habilitation consumables and equipment for Richmond State Supported Living Center under IFB HHS0017649, with responses due July 17, 2026 at 10:30 A.M. Central Time. A Texas-vendor preference and service-disabled veteran-owned business preference apply where qualified bidders respond; a Historically Underutilized Business (HUB) subcontracting plan is encouraged but not required.

The scope covers ten distinct communication and adaptive-equipment items manufactured by Enabling Devices: Cheap Talk 4 In-Line Direct, Basic Talk 4, Put-Em-Arounds, Compartmentalized Communicators, Talkable 6 Spinning Communicator, Adapted Garden Spray, Adapted Music Kit, Big Talk, CD Boom Box Control Center, and Cheap Talk 8-6 Levels. All items are supplied individually (one unit each). The contract operates as a blanket purchase order allowing HHSC to adjust quantities based on program needs throughout the contract term; no shipments occur until a purchase order is issued and items are requested by the program.

The contract term runs September 1, 2026 through August 31, 2027, with one optional one-year extension at HHSC's sole discretion. Pricing must be firm and fixed for the contract life, submitted on the supplied Exhibit C Pricing Sheet. Price adjustments are permitted only at HHSC's sole discretion and may be correlated to the Consumer Price Index (CPI-W or CPI-U) for Region VI or Federal Minimum Wage increases, supported by written documentation.

Bidders must submit completed and signed Exhibit A (Solicitation Affirmations) and Exhibit C (Pricing Sheet) along with any addendum acknowledgments. Submission is via email to pcsbids@hhs.texas.gov, the optional HHS Online Bid Room, or hand delivery or overnight mail of a USB drive to HHSC PCS at 1100 W. 49th Street, Austin. Questions are due July 9, 2026; addendum responses will be posted July 10, 2026. Evaluation criteria include ability to meet requirements and delivery schedules and price; HHSC reserves the right to award based on best value rather than lowest price. Contractor performance for purchases over $25,000 will be reported to the Texas Comptroller Vendor Performance Tracking System (VPTS).
